Update on the Cherry Creek Area Plan Process

During June and July 2011, the Planning Department and Cherry Creek Steering Committee members met for three focus group sessions. Thank you to the many people who spent three hour evenings at these meetings discussing Mobility and Connectivity, Urban Form and Public Realm, and Economic Development. And thank you to the Cherry Creek Mall/Taubman company for providing dinner and space in the former Saks store.    

 

As a result of these sessions, the Planning Staff has posted recorded notes and “Key Findings” from each focus group.  You can see this information and various power point presentations on the Community Planning and Development website. If you take the time to delve through this information, you may find some variations or slightly conflicting statements from the groups.  That’s because these are findings and not yet recommendations. The findings were presented to the Cherry Creek Steering Committee in July and the Plan Leadership Team has been meeting since then to discuss questions we have about the findings, what further information is needed to answer remaining questions, and how to give informed feedback so that Planning Staff can meld the findings and write a plan with draft recommendations. 

 

The next Cherry Creek Steering Committee will be September 21. Continue to follow plan progress in this newsletter and also on the Community Planning and Development website.

Cherry Creek Area Plan
Denver is currently embarking on the Cherry Creek Area Plan which will update the Cherry Creek Neighborhood Plan (adopted January 2000).  Since 2000, the city has adopted Blueprint Denver, expanded the light rail system, reconsidered transportation planning and street design through the Strategic Transportation Plan and the Living Streets Initiative, and drafted a strategic parking plan and a new zoning code.  In addition, several major redevelopment projects have taken place in the Cherry Creek neighborhood since 2000, and more are expected in the near future.  
 
During the Cherry Creek Area Plan process, we will analyze the strengths, opportunities and challenges in Cherry Creek in light of new policies and regulations, recent as well as anticipated infill development.   The Cherry Creek Area Plan will make recommendations and establish implementation strategies to carry the Cherry Creek neighborhood through the next decade.

1st Avenue from Colorado to Steele Improvement Study
Last year when safety concerns along 1st Avenue between Colorado Blvd. & Steele Street prompted discussions with the Cherry Creek East & North Neighborhood  Associations, some merchants and Public Works, it became evident that what was really needed was a plan of renewal and improvement along the length of that corridor between Colorado Blvd. & Steele Street.  In working with the city’s budget office, I was fortunate to secure $75,000 for developing a plan to enhance the streetscape, support commercial development and develop traffic calming measures to improve safety.  A small working group including neighborhood representatives, commercial interests, Public Works and planning consultants are now meeting to talk about developing a vision for the 1st Avenue corridor.
 
Study Area
The study area includes seven blocks east of the 1st Avenue and Steele Street intersection from Steele to Colorado Boulevard.  The study will concentrate on improvements that fall within the prescribed study area but will certainly consider the larger context of the Cherry Creek area as well as the overall traffic patterns and travel shed movements as outlined in the Strategic Transportation Plan (2008).
 
The study will look at east-west and north-south connections within the study area for all modes of travel and determine potential infrastructure and streetscape improvements including but not limited to:
  • Safe and pedestrian-friendly connectivity
  • Safe crossings and linkages across 1st Avenue
  • Consistent sidewalk and streetscape elements
  • Improved bike connections to the Cherry Creek Trail and other major bike routes.
  • Traffic calming measures

Timeline
 
The findings and recommendations will be integrated into the Cherry Creek Neighborhood Plan Update which began in Fall 2009.
