The Joint Budget Committee of the state legislature allocates money on a yearly basis. The contracts for funds have the same duration as the state fiscal year, July 1 through June 30.
In 1976, Denver contracts with the state equaled less than $100,000.00. In 2000, the contract equaled almost $10,500,000.00 million.
The State Department of Public Safety allocates funds through the
Division of Criminal Justice to Community Corrections Boards who either have halfway houses in their Judicial District, or contract with programs in other districts. Each Board is required to maintain specific standards as set forth by the Division of Criminal Justice. Five percent of the total contract is designated for administrative costs. The balance is utilized to reimburse service providers a set per-diem for each client receiving residential or non-residential services. The Department of Corrections -transition and parole clients and the Denver District Courts -diversion clients place clients.
The contracts for the fiscal year 2010/2011 were approved by City Council under Ordinance 392 Series of 2010 in the amount of $13,145,961.00. A percentage (four percent for the Colorado Department of Public Safety and two percent for the Colorado Department of Corrections) of the total contract is designated for administrative costs, and the balance is for reimbursement to service providers for residential and non-residential placements by the Department of Corrections (transition clients) and Denver District Courts (diversion clients). The programs submit monthly billings to the Denver Community Corrections Department, and receive payments usually by the 15th of each month.
