Construction Projects in District 10

Between regular Public Works maintenance and rehabilitation, projects funded by the 2007 Denver bond, and utility upgrades and maintenance District 10 has certainly been staying stay busy this year!  While I know construction can be a headache, please remember that each of these projects is creating more jobs for Denver citizens and improving our economy.

New Crime Lab at 14th and Delaware

Bond funding allocated $39,330,000 for a new crime lab to provide state-of-the-art criminal investigation facilities.  This money will be used to replace the existing crime lab with a new facility.  The contract for the architect and the project management team was presented at the Bond Implementation Committee on January 26, 2009.  The Schematic Design phase is now underway.  A public meeting and a presentation to the Justice Center Advisory Group occurred in October 2009 to present information about the project, and to get neighborhood and stakeholder input.

 

The new lab will be constructed on the existing surface parking lot adjacent to the Pre-Arraignment Detention Facility and the Police Administration Building on the southeast corner of Delaware Street and W. 14th Avenue.  Input from nearby neighborhood organizations will be vital as this project progresses.

Denver Water Construction on Columbine from 14th to Colfax

Denver Water will be installing water mains and service lines in Columbine Street from 14th Avenue to Colfax Avenue beginning December 7, 2009.  Crews will do their best to complete the project as quickly as possible.  The good news is that service will be improved once they are done!

 

Unfortunately, the work will cause some inconveniences during construction, including water service interruptions, on-site storage of heavy equipment and materials and limited access to your street or driveway.  To install the water main, they must dig up the street and lay the pipe.  Denver Water will be notifying you in advance of any interruption in water service.  Parking restrictions will be in effect from 7 am to 4 pm Monday through Friday, unless otherwise noted.

 

Water service emergencies in other parts of Denver Water’s system will take precedence over this project.  Please be aware that workers may leave at a moment’s notice to work on an emergency and may not return the following day.

Ross-Cherry Creek Branch Library- Reopen! New and Improved!

As part of the Better Denver Bond program, renovations on the Ross- Cherry Creek Branch Library are complete! Replacements and upgrades to several buildings will provide a more comfortable, convenient, safe and efficient environment for library goers.

 

Join in the celebration of the reopening of the Ross-Cherry Creek branch Library. Located at 305 Milwaukee St at E. 3rd Ave, the celebration will occur on May 19 from 5:30pm-7pm. This event is free and open to the public. Light refreshments and entertainment will be provided!

Denver Country Club and 1st Avenue Traffic Modifications and Bike Safety Improvements

This intersection has been discussed for some time because of the amount and variety of traffic (vehicle, bike, and pedestrian) that it undergoes.  Additionally, because of the bike route that runs on the sidewalk down 1st Avenue and the entrance/exit of the Denver Country Club the intersection can be confusing and feel unsafe for drivers, bikers and walkers. 

 

With some coordination from my office, Denver Public Works Street Maintenance, Denver Traffic Engineering and the Denver Country Club have teamed up to provide traffic modifications and bike safety improvements.

 

Here is a summary of many of the improvements:

  • Rotomill and Overlay on eastbound 1st Avenue from Downing to University. This area was selected by Public Works for improvements and made possible because of the November 2007 bond approved by Denver voters.  This work included removal and replacement of curb and gutter in necessary locations and the removal of the top 3 inch of paving and replacement.  This project work followed the Metro Wastewater project in the same area so residents only felt an impact once.  The narrow, “hard-to-landscape” median at the Lafayette Street will be upgraded to flagstone pavers.  The westbound side of 1st Avenue from Downing to University is planned for this same rehab summer 2010. 
  • Narrowing lane widths on 1st Avenue from Downing to University.  You may notice that the closer you are to downtown on Speer the lane widths decrease.  This slows down cars and improves safety.  After the rotomill and overlay were completed, the lanes were restriped to narrow very similarly. 
  • Striping a new “Safety Shoulder.”  As part of the lane narrowing, this allows for a space of around 4 feet to be created between the sidewalk and the nearest lane of traffic.  This should enhance safety for bikers and pedestrians so that cars are not going by quite so closely.   
  • Countdown Pedestrian Lights.  These lights provide bikers and pedestrians with a countdown so that they know if they have time to cross the entrance of the Denver Country Club or street or if they need to wait for the next light. 
  • Enlarged traffic light with LED lights.  Hopefully this light will be even more noticeable to drivers and bikers so that they obey the signal. 
  • Replacing “Slow, Curve” warning sign with sign that reads “Path Users Must Obey Signal.”  Since bicyclists must obey traffic signals they are required to stop at the red light at the entrance of the Denver Country Club.  However, the “Slow, Curve” sign was misleading to some riders so it will be replaced. 
  • Improved Signage at Denver Country Club for exiting drivers.  Denver Country Club will change their sign to conform with the signs that Denver is using to remind drivers that they cannot right on red at this intersection and that they need to stop before the bike path for safety purposes.

In conjunction with these improvements, Denver Police Department will continue their enforcement of this area to reinforce the need for safety at this location.  So, make sure you are paying attention and obeying traffic laws as a driver or biker!

Denver Water Construction on Steele from 6th to 13th beginning February 16, 2010
Denver Water will be improving water service in on Steele Street from 6th Avenue to 13th Avenue by installing water mains and service lines beginning 2/16/10. Denver Water is replacing a pipe which was originally installed between 1907 and 1911 with a much larger diameter pipe to improve the water system. The work will begin at 13th and work toward 6th going a block at a time. Crews typically work on a block for two to three weeks. If you live on these blocks you should also have received notice about this project by a door knocker placed on your front door.
 
Crews will do their best to complete the project as quickly as possible. Unfortunately, this work will cause some inconveniences during construction, including water service interruptions, on-site storage of heavy equipment and materials, and limited access to your street and driveway. Denver Water will notify you in advance of any interruption in water service.  They need your cooperation to help provide you safe access in and out of your driveway and street.  Parking restrictions will be in effect from 7 am to 3:30 pm, Monday through Friday, unless otherwise noted.

Civic Center Park Rehabilitation
The total bond amount for improvements to historic Civic Center Park is $9,833,000.  The contract for historic renovation and restoration work of the Greek Theater, Voorhies Memorial, and restoration work on the Balustrade Wall was presented at Bond Implementation Committee on Tuesday, December 1, 2009. 
 
The notice to proceed will be issued in mid-January and, weather permitting, the work should take 6 months.  The schedule has been coordinated to miss the Martin Luther King Day and Cinco de Mayo celebrations. 
 
The work addresses deferred maintenance on these historic structures.  Most of the work was identified as immediate needs in the 2005 Civic Center Master Plan.  Work includes cleaning, repairing and replacing stone and grout.  If possible, replacement stone from the original quarry will be used in highly visible locations.  Similar stone that is a good match has been located.  The Greek Theatre stage substructure will be reconstructed.  A water filtration system will be installed in the Seal Fountain, although rules against wading in the pool will remain.  Due to the temperature-sensitive nature of stonework, temporary structures will be erected around each work site.  The east-west access corridor will be kept open as much as possible.
