The Electronic Monitoring Program began working with the Colorado Department of Motor Vehicles Enforcement Hearing Division in October 2007. Hearing Officers have the option of ordering offenders to complete continuous alcohol monitoring for an allotted period of time in order to have their licenses reinstated. Hearing Officers are notified about violations and can choose to either terminate the offender from the program or extend the length of time they must be on the alcohol monitor. Additionally, offenders can choose not to wear the bracelet and are subject to alternative guidelines of license re-instatement set by law and the hearing officer.
 

Benefits & Success

By giving the hearing officer an additional tool to use for sanctions against drunk driving offenders they are able to monitor the offender’s sobriety 24 hours a day with continuous alcohol monitoring to ensure compliance with their provisions. 79% of the people sentenced have successfully completed the program with an average sentence length of 43 days on the program. Anecdotally, some of those sentenced have requested to remain on the program after they completed, because it was instrumental in their attending treatment and a helpful reminder of the need for sobriety when driving a vehicle.
